OVERSEAS NAVAL BASES.
SUBMARINES AT HONGKONG. (Eeceived 8.45 ajn.) LONDON, November 16. The "Pall Mall Gazette" says that early in 1911 a flotilla of submarines will proceed to Hongkong, where they ■will be permanently stationed. This is the first step in the distribution of naval bases abroad. It is probable that the next will be Gibraltar.
