DECLARATION OF LONDON CONDEMNED. I {Beceived 8.20 a.m.) LONDON\ November 15. , The committee of the London Chamber bl Commerce, after considering the Declaration of London on the laws of naval warfare, reported that the declaration •Is not satisfactory, as under it British i food supplies in neutral vessels are exposed to risk of deliberate destruction. Ihe Chamber adopted the report.
