RUSSO-JAPANESE AGREEMENT.
A SUStETY OF PEACE. LONDON, July IS. Berlin newspapers regard the RussoJapanese agreement as a surety for the maintenance of peace in the Far East. They add, however, that the idea is due to British machinations in the interests of anti-German feeling. The quadruple entente, it is declared, has never been taken seriously _, wellinformed quarters in Germany
