TORTURE IN MOROCCO.
ABOLITION DEJIAKSED. (Received 5.15 a.m.) LOXDON, July 15. Sir Edward Grey, Foreign Secretary, in reply to Mr. 11. W. Cowan. Liberal member for Guildford, said that Britain was ready to co-operate with the other Powers in compelling Mulai Hafid, Sultan of Morocco, to conform to the practice of civilised States aad give effective I guarantees of the abolition of tortures.
