BEFORE THE DUTY GOES UP. "INSIDE INFORMATION." (Received 8 a-m.)' BERLIN, July 10. The "Strashurg Post" says that several truck loads of French champagne were imported into Germany for the Imperial household before the increased duty became operative on June 30.
