GERMANY'S EXPANSION.

Mahan's article in the "Daily Mail" on the decline of Britain's power in the Mediterranean, declares that Germany's colonial expansion is in Africa and Australasia. . . It is impossible to choose America for this purpose. Furthermore, if Germany were invjted, she was ready to giye formal binding recognition of the Monroe doctrine. It is understood that the mention of Australasia- means German possessions in the South Pacific. ■Mr. H. W. Wilson's article, "The Real Crisis," in the "National Review," has given rise to much serious talk among the thoughtful students of public affairs. He says: "the people which concentrates its whole attention upon internal quarrels in nn hour of danger from without is taking tremendous risks. In normal times it may be a proper amusement for our parties to quarrel among themselves. But if tlie very life of the nation is threatened, then it is the plain duty of all patriotic men to close their ranks and prepare to meet the attack. The real crisis lies in the steady gathering of the German Dreadnoughts in the North Sea. the greatest of Greek historians declared that Athens had gone down before Sparta solely because her people fought J amongst themselves. The same epitaph ! hereafter may be written of the United 1 , Kingdom. Nearer and ever tiearer comes 1 the danger from Germany. It is privately admitted by responsible statesmen. They will confess, when out of the limelight, that nothing can avert' war, though on the platform and in the House of Commons they shower misleading assurances upon the public, arid refuse to take any effective steps to meet it. II they can silence the Opposition by some verbal quibble, they imagine that all is i well. Halt-measures, feeble - irresolute preparations, begun and abandoned for want of money, and then re- • commenced under pressure of panic— ; such are Britain's , methods of arming for a conflict graver than any in her past. , While Germany is preparing to strike, ! Britain is getting ready to be struck."
