CRETAN UNREST.
A PROVISIONAL REGIME. SUGGESTED BY RUSSIA. (Received "8 a.m.) ST. PETERSBURG, June 19. Foreseeing trouble and the ultimate reoccupation of Crete, Russia informally suggests that the protecting Powers send sufficient military forces to forthwith instal a provisional regime under their direction, and thus provide a peaceful solution of the present difficulty. The warships of the Powers will assemble at Suda Bay, Crete, before the opening of the. Cretan Assembly, each of the protecting Powers sending two chips.
