COUNCIL BY-ELECTION.

SPEECHES BY CAJJDIDATES.

Mr. Henry Shaw addressed a meeting of citizens last evening in the Federal Club rooms, being introduced by M.r. George Higgins, who presided. The candidate's address followed on the lines of the one delivered last week in Leys Institute. He dealt with the question of keeping Council accounts on a more modern and business like system than that provided for by law. While admitting that must be done, Mr. Shaw advocated keeping Council accounts in the way other businesses and companies were done, and also an audit, independent of that of the Government. He instanced many cities where such a course was adopted. Mr. Shaw also advocated a more satisfactory scheme of street formation, better housing for the poor, more public baths, more expedition in pushing forward the drainage works, particularly Cox's Creek, access from Waitematastreet to Victoria Park, and a Greater Auckland. He also objected to the removal of Government House, and in conclusion said he was willing, if elected, to devote all the time that was needed to the duties of a City Councillor. Mr. Shaw was accorded a hearty vote of thanks and confidence.

At Ponsonby Hall last evening Mr E. , W. Burton, also a candidate, addressed j a meeting of ratepayers and others. Mr ' R. Thompson presided, and the candidate received a very good hearing. Mr Burton's address was largely a repetition ; of that made by him on Monday night, and he advocated a progressive municipal policy. The closing of Cox's Creek drain and the pushing on of other important drainage works simultaneously with the construction of the main outfall sewer was advocated by Mr Burton. He pledged himself to the extension of Harbourstreet, so as to provide a main artery for traffic to and from the Ponsonby district, and extension of Victoria Park as soon as the reclamation works adjoining were completed. Municipal fish marts, economical system -of keeping accounts, wood-blocking or Keuehatel asphalting in main arteries; improved street lighting, as in Karangahapc-road; swimming baths; town planning to prevent blind roads; and the ultimate creation of a Greater Auckland. The eandida-te was accorded a hearty vote of thanks at the conclusion of his address.
