NAPIER, Wednesday. A poE was held to-day in the Napier Harhour rating district on the Harbour Board's proposal to borrow £300,000 for the completion of the breafcwater harbour. The voting was as Mows.— Jror, 1.963 votes; against, 1,486: As a! three-fifths" maiority was required the proposal was lost. '
