' CREATION OF PEACE FUND. _, . VANCOUVER, March 11. During the debate in the Canadian House of Commons, Mr. Emerson' advocated ' that training ships " for Canada should, be . established'on the ocean and on the great lakes, in order to meet cases of emergency.'-' — Emerson also advocated the creation of a fund to-be placed in the Bank of England, and to be called the Canadian Peace Fund. ■ Such a fund could be raised by appropriating a .percentage of the Customs revenue amounting, to a million pounds a year.
