Lord Derby (who was Postmaster-Gen-eral from 1002 to 1905), speaking at Bootle, said that whatever party got into power, the House of Lords must undergo some change. Personally he was without regret in the matter. HE MUST NEED IT. (Received 8.45 a.m.) LONDON, January 30. The Right Hon. H. H. Asquith (Prime Minister) has commenced a short holiday in the South of France.
