The Maharajah of Nepal, an immensely wealthy native prince, was to be King of India, under the proposed scheme, with a council of five members. The Ameer of Afghanistan was also to be persuaded, if possible, to join the scheme.

A House of Princes and a House of Commons were to be established at Delhi.
