AMERICA'S PACIFIC BASE.
FORTIFYING PEARL HARBOUR. NEW YORK, November 12. President Taft has approved of the recommendation of the Army and Navy Board to make Pearl Harbour, Honolulu, the chief naval station in the Pacific. The proposed improvement of Manila Harbour has been abandoned, the protection of the Philippines being primarily entrusted to the army.
