TAXATION IN AMERICA.
INCOME TAX PROPOSALS. (Received 8.35 a.m.) NEW YORK, August 26. The Alabama State Legislature has approved of the Income Tax amendments to the Constitution. Some of the State legislatures do not meet till the winter of 1010, and thus delay must arise in securing the amendment. The imposition' of an income tax in America requires an alteration in the constitution, hence the necessity for the agreement of the individual States. Such a tax is, in the opinion of President Taft, expressed in his message to Congress, an absolute necessity, and may be of vital importance to America in times of great national crises. The tax was in operation in 1894 on incomes of over 4000 dollars, but was declared unconstitutional the same year by a majority of the judges of the Supreme Court,
