BILL BEFORE THE LORDS. UNANIMOUSLY ADOPTED. (Received 8.25 a.m.) LONDON, July 28. The South African Union Bill was read ft second time unanimously by the House of Lorde to-day. The speakers paid splendid tributes to all concerned, Earl Crewe (Secretary of State for the Colonies) eulogising Mr. Chamberlain's aid in the initial stages. Lieutenant-Colonel Seely (Under-Secre-tary), explaining the bill in the House of Commons, expressed the Government's gratitude and wonder at the unanimity of the colonies concerned.
