TAXATION IN AMERICA.
INCOME TAX PROPOSALS. WASHINGTON, July 6. The Senate has unanimously decided to submit to the State Legislatures a resolution embodying the President's recommendation with respect to an amendment of the Constitution, enabling the United States Government to levy income tax without apportionment among the States. In his message to Congress on this subject, the President stated: "It is undoubtedly a power which the Government ought to have, and might be indispensable to the nation's life in great crises."
