One of the gaol escapees from Castlemaine has surrendered. The Federal Parliament has been further prorogued till March 10. The re-classification of the Victorian railway service provides for an increase of £140,000 in salaries annually. The British portion of the Russian loan has been subscribed several fold. The scrip is at 1J per cent premium. The Porte has agreed to Kiamil Pasha's projected arrangement with Austria, and a protocol has been submitted to Austria for acceptance. Arrangements are proceeding in Berlin for a civic welcome to Their Majesties King Edward and Queen Alexandra, on the occasion of their visit to the Kaiser and Kaiserin during the second week of February. !
