CALIFORNIAN RESTRICTIONS. ROOSEVELT ON THE TREATY. (Received 9.5 a.m.) SAN FRANCISCO, January 19. The Californian House of Assembly has read a third time a bill prohibiting the Japanese holding land in the State. President Roosevelt, addressing the Methodist' Jubilee in New York, insisted that the recent agreement with Japan achieved a completely satisfactory solution of all difficulties between the two countries. Only the Federal Government, he declared, was able to properly deal with such questions as might arise, and the intervention of unwise and foolish men would only jeopardise an arrangement which was working well. Last week a bill, which caused great indignation in Japan, was before the Californian Legislature, providing for the segregation of Japanese and Chinese from the white races, and prohibiting the attendance of Japanese children at the State schools.
