WILLING TO ARBITRATE.
THE CASABLANCA INCIDENT. A NEW COMPLEXION. (Received 5.20 a.m.) BERLIN, November 10. The report of the French commissary of police at Casablanca has been submitted to Berlin. It is recognised as putting a new complexion on the case. A semi-official statement in Berlin is to the effect that, owing to important discrepancies between Fre.neh and German reports, the actual facts need fresh investigation on liie part of the respective authorities, or an arbitration tribunal. The "Cologne Gazette" assumes that Germany is unable to a.dbere to its recent standpoints, and will consent to refer the whole question, including the facts, to arbitration. TW.RI?, November 10. Sincere satisfaction is expressed in Paris at the passing of the cloud between France and Genua nv.
