ATJSTJ&XA'S ANNEXATION. SECRET AGREEMENT WITH GEKBXAWSr AND KUSSIA. (Received 8.25 a-m.) BERLIN, October 12. Tlie newspaper "Fremdeblatt," in an inspired article, states that Germany, Russia, and Austria secretly agreed in 1881 that Austria was at liberty 1o annex Bosnia and Herzegovina -whenever convenient. Presumably, it -was the existence of this agreement which led to Baron AehrenthaTs statement that Austria had the support of Russia and Germany in her | action. M. Isvolsky. Russian Foreign Minister, denied that he was consulted, while Germany has assured Constantinople that Germany's opinion was not sought prior to the disturbance of the status quo in the Balkans.
