BULGARIA PREPARING.
BUYING ARMY REMOUNTS. RUSSIA PROPOSES ARBITRATION. (Received 5.20 a.m.) LONDON, October 2. Bulgaria is now actively purchasing army remounts. ST. PETERSBURG. October 2. Russia has addressed a memorandum to the signatories of the Berlin Treaty proposing that the Orient railways question be submitted to arbitration. Baron Aehrenthal, the Austrian Chancellor, recognises the Treaty of Berlin as the judicial basis, but fears that the suggested arbitration will protract settlement. LONDON, October 2. The "Standard" says that Russia's proposal gives Bulgaria a ■ chance of retreat from a false position without any serious loss of prestige.
