POOR LAW REFORM.
A GREAT PROBLEM. SEPARATE INSTITUTIONS WANTED. LONDON, September 28. Mr. R. B. Haldane (Secretary for War), in his speech at Ladybank, said I that the old age pensions scheme was only part of the much larger problem of ■ poor law reform confronting the Government. Different authorities ought to j deal with children, with preventable disi ease among the poor, and with the I criminal element, which required to be j segregated because it dragged others ■ down. | Those who sought the poorhouse I through no fault of their own, ought to be dealt with tenderly and kindly. There was great room for economy and improved efficiency. All this machinery needed overhauling. The education, land, ;and licensing laws, besides the multitude of problems clustering round those subjects, reqpired attention before the community could be in a healthy condition.
