The Secretary of the Board, j when asked if he had found it work well Ito appoint ticket inspectors from the i conductors, replied "Not altogether." , Pressed by counsel a s to why the appointI ment of conductors to the position of : ticket inspector was objectionable, the witness replied, "We have only three : ticket inspectors, and the unavoidable tendency is for them to be influenced too j much by their late associates. If we had more Inspectors, the position would be altered." In the course of further evidence the Secretary, replying to the President of the Court, stated that the Board did not recruit its motormen from the I ranks of the conductors. The Court reserved its decision.
