MAYORAL INSTALLATION.

The Mayor of Devonport (Mr. William Handley) was installed last night, the following members of the Council being in attendance: Messrs. D. W. McLean, W. V. Timewell, E. J". .Osborne, <i. Gribbin, T. Cranch, H. Wilding, R. H. Froude. and P. W. McCallum.

In the course of his address, the Mayor reviewed the financial position of" the Bofough, and the various works which had been undertaken during the past year. It had not been considered necessary to raise tie general rate for the year,, fhe Council feeling assured that the same general rate as struck hist year would suffice." 'In regard to the "waterworks account, this showed an increased credit balance; last year's credit being £198 10s. Id., as against £322 16s. 9d. this year. On December 19, 1906, a poll had been taken, for a loan of £7,000 repayable in 30 years at a rate of interest not to exceed 4j| per cent. ■ per annum. This was for constructing larger and addition-il water mains within tne borough, and completing the drainage of Cheltenham Beach and Tauxhall-road. He was now pleased to say that, the works had been carried out. The indebtedness of the borough for loans raised and authorised was shown as follows: 2Jo. 1 waterworks loan, 50 years from June 1, 1903, at 5£ per cent, £15,000, raie Id. in £; No. 2 drainage loan, 21 years, from Aagust 1, 1899, at 4 per cent., £17,50pj" rate Id. in the £,- No. 3 drainage, etc, loan, 21 years, from September 1, 1900, at 41 per cent, £10,000, raie id..-in-tiie £; No. 4 waterworjes loan, 20 years, from. January 1, 1905, at 4J, per cent, £16,250, Fate Id. in £; No. 5 waterw.orks and drainage loan, 30 years, from October 1, 1907, at 4J per cent., £17,0(10, raie Id- in £. He was "pleased to mention tfiat the new waterworks plant was still w.orking most successfully and economically,' and that the water supply was one' of the pures.fc to be found in the Dominion.
