Judge's Further Comments. (Received 9.53 a.m.) MELBOURNE, this day. Judge Murray added that to have a Government officer sitting on a Land Board for the consideration of his own application was practically the same ; thing as to allow a magistrate to try a case in which he was a party. Blame for this extraordinary proceeding attaches, in his opinion, more to Mr. Drummond than Mr. Slaniforth Smith. I£ might be urged that Mr. Smith's defence was his total want of experience of Departmental procedure, which compelled him to rely very largely on Mr. Drummond's advice. Mr. Deakin, in a minute, stated that he considers the proposed fine of £25 a wholly inadequate punishment for Mr. Pinney, and on March 19 Judge Murray replied that the Executive Council had decided to reduce Mr. Finney's salary by £25 per annum, and that if after a year the head of his department reported favourably, his full salary would be restored.
