M. Kogoro Takahira, Japanese Ambassador to Rome, and formerly Minister to the United States (in which capacity he signed the Russo-Japanese peace treaty), interviewed in Paris, said that the Japanese approved of the immigration agreement with America, which entirely aimed at the direction of Japanese emigration to Korea and Formosa.
