THE HAGUE, October, 17., The plenary sitting: of the Hague Conference adopted the'proposed scheme for a permanent Court of Arbitration by 38 votes' to six. The minor Powers abstained i from voting; - I The proposal regarding the Drago doctrine was adopted. : The declaration on obligatory arbitrai tion was adopted by 41 votes. The United States and Japan abstained from voting.
