JAPANESE REINFORCEMENTS.
MARQUIS ITO _ PROPOSALS. (By Cable.—Press Association.—Copyright.) (Received 7.50 aan.) SEOUL, July 25. Three Japanese warships at Chemulpo (Port of Seoul) have landed troops and bluejackets for the capital. The Marquis Ito has presented Japan's proposals to the Korean Cabinet. Although they will not interfere with the security of the throne, it is believed they are of a revolutionary nature; and the consternation prevailing in the court seems to support this view.
