CAPETOWN, July 16.
Tie Cape House of Assembly "read a second time the Agricultural Credit Bank Bill. " The measure, which is based on the Australian principle, provides for to-operative backing associations, with a State guarantee on mortgage security. The biU was referred to a Select Committee of the House.
