At the "Peace Convention, America, Great Britain, and Japan are supporting fiance's p*°P oSa l enjoining an explicit nltimatuni or formal declaration of war before the opening of hostilities, and also the" prompt notification to neutral powersA Dutch amendment, prescribing an interval of tweoty-four hours between the declaration of war and the commencejnent of hostilities was defeated in committee by sixteen votes to fourteen, with fve abstentions. France's proposals were accepted by a eaiority of two votes against two abffeations.
