THE INDIAN BUDGET.

Army Ke-fcroaic*h_xen.t. LONDON, June 7. The Secretary for India (Mr. John Morley) presented the Indian Budget in the Honse of Commons vesterduy, and his speech was well received. He announced that there is to be a reduction, of £500.000 in military expenditure. There was. he said, one black shadow over India —the plague, which had claimed 5.250,000 lives between April, 1890, and April, 1907.

He remarked that a Royal Commission might do useful work by inquiring into the question of over-centralisation in administrative matters.

He announced the establishing of an advisory council on Indian notables, the enlargement oi the Legislative Councils, and the appointment of one or two Indians as members of the Council of India in London.
