71 MILLION DOLLARS OFFERED PROMISE TO BESEEM BONDS. (Received 8.4 a.__) LONDON, March 15. The Washington correspondent of Reuters Agency states that the Secretary of the Treasury (Mr. G. B. Cortelyou), in order as far as possible to allay the panic, has directed the Collectors of Customs to deposit Customs receipts with the National banks. According to the same authority he has also offered to redeem Government bonds to the value of 25,000,000 dollars. Altogether Mr. Cortelyou has placed 71,000,000 dollars at the disposal of the New York banks.
