GRADUATED INCOME TAX.

ST. PETERSBURG, November 8. The Russian Council of Ministers has expressed its approval of the introduction of graduated land tax, which is calculated to produce from 2* to 4 millions sterling a year. Incomes of under one thousand roubles (£100) a year are I exempt, while those of or over that sum will pay one per cent for each one j thousand roubl.s up to thirty thousand i (£300) ; of and above that amount four per cent; and of or over 100.000 roubles £10,000) five per cent.
