JAPAN'S HEAVY DEFICIT.
I (Received 8.33 a.m.) LONDON, June 18. The "DailyTelegTaph's" Tokio correspondent reports that the next Japanese Budget will show a deficit of eight millions 0 sterling. Russia has not yet paid her acreed compensation in connection with the late war. .; [By Article XIII. of the peace treaty I Russia engaged to repay to Japan, as I soon as possible after the exchange of the I ttaliinents of the cost of maintenance on I one another's prisoners, the difference beI t«en the actual amount expended by Japan and the actual amount similarly I disbursed by Russia.
