MOROCCAN AFFAIRS.
The Hops of the Sultan. LONDON, June 18. The Moroccan Government is reported to be systematically temporising at Fez. The Sultan, it is feaid, is refraining from giving his adhesion to the decisions of the Algeciras Conference, in the hope that thus he will exhaust the energy -of the European Powers in regard to Moroccan affairs.
