Powers Delegated to Commonwealth.
SYDNEY, April 9. The Premiers' Conference to-day discussed with Mr Deakin the question of immigration, and agreed that the Com- ! monwealth should take over the advertising and shipping arrangements.

SYDNEY, this day. The conference discussed the famous "Braddon clause," and Mr. Deakin suggested that, instead of seeking renewal of the clause for twenty years, the States should agree to a fixed payment by the Commonwealth for a term of years. The conference rejected this suggestion. It was then urged that the clause be extended in perpetuity. Mr. Deakin strenuously declared that he would not consent to such a course, and that the Commonwealth Parliament would reject it. No decision was reached. The subject will be further discussed today. It is not probable that Cabinet will take any action in connection with the Railway Commission report till after the Premiers' Conference. Whatever is done will have to be done under terms of the Railway Act, and will have to be submitted for approval to Parliament, which will not meet for at least some weeks.
