MUST SHOW THEMSELVES STRONG. [(Received 7-5S a.m.) PARIS, April 2"La Journal dcs Debats" says that the relations "between France and Germany have been deplorably strained. "Le Temps" declares that the most striking lesson of the Algeciras Conference is that if nat-.ona habitually practised courtesy in their intercourse with one another it would be easy to obviate stormy entanglements. But if France desired peace, it would be necessary to show herself to be very strong.
