GERMAN MINISTER ATTACKS DEMOCRACY.

BERLDT, February 8. The Imperial Minister for the Interior (Count yon Poeadowsky-Wehner), speaking in the Reichstag yesterday, created excitement with a violent attack on the Social Democrats.
