Civil Court Ignores Kaiser's Vieir. (Received 8.55 a.m.) i BERLIN, February 8. The Military Court of Honour, with tie'Saisert approval, recently deprived Colonel Galaie of his title and uniform for an article on the Servian regicides, justifying the military under certan circumstanpea in considering their country's before their sovereigns' interests. The Civil Court ha? now quashed the military tribunal's decision.
