Regrets and Proxniae of Satisfaction.
RIO DE JANEIRO, December 15.
The German Minister for Brazil has informed Baron de Rio Branco that he regrets the action of the. gunboat Panther in kidnapping Germans on the soil of Brazil, and has promised satisfaction if the charges are proved.
