I The Rnswnra Commission, presided over Iby Prince Solsky, has almost completed j its arrangements of the details for the constitution of a national duma, or elec- ! tive representative Tx>dy. The Commission has now proceeded to the examining of a project for the formation of Hi Council of Ministers, under j I the presidency of the Prime Minister, j who Will have associated with him the! Ministers of War, Marine and Foreign} Affaire, and a. representative of the Im- j perial Household. This Council will posj sess the sole right of reporting measures I to the Czar. The Commission is expected to give 36 members to Poland, these being returned j Iby three classes of voters, viz., landed ] ! proprietors, members of cantons who own ' I frcm three to twenty acres of land, and!, I urban electors. j j It is made clear that no ,administra- j : tive measures will be effective without i permission of the Council of Ministers,! J the giving of which has first been sane- j tioaed by the Czar. <
