The moat interesting of to-day's war cables refers to the attitude of Russia with regard to China. One report even has it that it is the Russian intention to seize a Chinese port, while others announce that Russian troops have invaded Kashgar, the capital of Chinese Turkestan. To his Circular Note Mr Hay i» now understood to have added a fresh and special communication to Russia intimating that she is expected to observe her previous engagement as to the neutrality of China. The Japanese have made a remarkable "haul" of upwards of five hundred Russian guns at Port Arthur.
