The Council of Ministers is strongly opposed to the Czar's desire to put an end to the present arbitrary rule by Ministers, and to establish government by statute law. The consorship of the newspapers in the provinces has been made stricter. The country newspapers were not allowed to publish tlie Czar's decree in which the proposed reforms were specified. They, however, were permitted to publish tlie decree in which the Zemstvos were menaced with penalties if they exceeded their powers. "AM ELABORATE MAKEBEZJEVE." (Received 8.29 a,m.) PARIS, January 16. The Paris newspaper "Le Nation," commenting on the situation in Russia, expresses the view that the efforts of the Russian bureaucracy towards the conciliation of the reformers are only "an elaborate process of make-believe." ATTEMPTED ASSASSINATION. GRAND DUKE'S ESCORT 'FIRED ON. GENERAL TREPOFF WOUNDED. LONDON, January 16. As General Trepoff, the ex-chief of police of Moscow, was escorting the Grand LHike Sergius, who has resigned the Governorship of the city to the railway station Moscow yesterday, an attempt was made to assassinate, them. A student fired three shots, one of which struck General Trepoff. General Trepoff had been relieved of his post so that he might join General Kuroputkin in Manchuria.
