The Nihilists resident in Switzerland are preparing, a. million copies of pamphlets advising the Russians not to proceed, to the Far East. "Nine of the more prominent revolutionary leaders declare that a general revolt will begin in a few -weeks" time. The movement -will start in Moscow, thence being carried to Warsaw, to Kief, and finally to St. Petersburg. A manifesto which is signed by 117 literary, political and scientific Russians, and which has been published at Stuttgart and Zurich, describes in strong terms the cruel punishment of female students and other girls with the knout, and despite the fact that they were not connected with the recent popular demonstrations. ; MANIFESTO BY HOLY SYNOD. A BOLD MUNICIPALITY. REFUSES POLICE VOTE. ST. PETERSBURG, Jan. 8. Owing to the brutality exercised by the gendarmerie in quelling the recent disturbance by students in Moscow, the Municipal Council of the city has decided not to pass the usual vote for the maintenance of the gendarmerie until the perpe~ trators of the violent attacks on the students have been suitably punished. The Holy Synod has addressed the Czar, protesting against " the insensate machinations of certain nobles in attempting to induce the Czar to abrogate some of his power. ,. Pobedonosteff) says he recognises that the Czar possesses all rights save the right to violate his oath to preserve the autocracy and maintain the orthodoxy of the Church.
