LONDON, October 19. The Minister for"Foreign Affairs (Lord Lansdowne), replying to the Ocean Steamship Company, said negotiations with Russia on the contraband question were still proceeding. They had only resulted heretofore in the acknowledgment that rice and provisions were conditionally contraband. He was unable to say that a vessel carrying raw cotton, locomotive tyres and fishplates for Yokohama were immune from capture.
