LORD DXTNDQNALD'S PROPOSALS. Conscription for Boys. (Received 9.25 a.m.) LONDON, September 22. The "Daily Chronicle" states that Sir F. W. Borden, Canadian Minister of Militia and Defence, has issued a statement, in which he declares that Lord Dundonald wanted to change the name of militia to "army," and recommended the compulsory training of boys from 14 to 18 years of age, and a large increase in the strength of the permanent force.
