A TOWN BOMBARDED. CRUISER NOVIK BOMBARDED. (Received 7.40 a.m.) LONDON, September 9. The Japanese have now begun active naval operations on the Pacific Coast. After some preliminary work in the neighbourhood of Sa*> halien they proceeded to bombard the little town of Korsakovsk, to the south of the island, with considerable effect. They also torpedoed the Russian cruiser Novik, which was recently stranded in its efforts to escape the Japanese, and rendered her completely ineffective. Earlier despatches show that the Japanese sent a transport, with naval officers and men on bpard, to inspect the wreck of the Novik, at Korsakovsk, bnt that the Russian fire compelled the Japanese to withdraw. General Liapounow, the Governor of tho island, has telegraphed to the Czar that an examination had shown that the Japanese had placed mines in different parts of tho Novik, and that the mines led to electrical conductors. He had, he reports, caused the removal of the conductors to nine of the mines.
