A RUSSIAN FORECAST. KUK.OPATKIN WILL ASSUME OFFENSIVE. ( Received 0 a.m.) LONDON, August 23. General Enropatkin has discovered that the Japanese General Oka's force has been considerably weakened by the despatch of fifteen regiments to reinforce General Nβji at Port Arthur. As a. consequence of this withdrawal it is anticipated in St. Petersburg that General Knropatkin will assume the offensive.
