News from Port Arthur is a little unsatisfactory. While there are unconfirmed reports of Russian advantages and recoveries of positions, the Japanese claim to Lu.vt made a further advance towards the Russian stronghold. The sudden appearance of America as the upholder of Chinese neutrality has given scope for an exciting incident in which an American warship gave chase to a Japanese cruiser, on mischief bound to Shanghai, and anchored between her and the Russian cruiser which presumably she meant to attack. Beyond this occurrence there are several facts show : ng that the Americans at least are resolved not to see the neutrality of China outraged. The otjher Consuls have been summoned by America to devise a means of dealing with the situation. The time occupied in sending the final score of the match between Britain and Auckland on Saturday to Vancouver, via the Pacific cable, was 20 seconds. The message reached England in cix minutes. ,
