NAMED PRINCE ALEXIS. St. Petersburg En Fete. (By Cable—Press Association—Copyright.) ST. PETERSBURG, August 13. The Tsar's heir will be named Alexis. A salute of 102 guns announced his birth. St. Petersburg was decorated with flaps immediately after the announcement and the city was illuminated at night. The various Ambassadors called at the Russian Foreign Office and conveyed their congratulations.
